In 1620, the English Captain Roger North requested permission from King James I to sail to the Americas to establish a new colony, plantation, and trade with the natives of the Area. The King approved, but at the request of other powerful Englishmen, he delayed North’s departure. However, since Captain North did not know he was to be delayed, and was given a passport from the Lord High Admiral Buckingham against the king’s wishes, he set sail.

Promptly, on May 15 1620, James I created this proclamation calling for North’s arrest for leaving the country illegally, and asked that he return to England immediately. When he heard about this, Captain North headed straight home and was arrested, but was soon released when it was revealed that North did not know that he was not supposed to have left, but was lied to by other men who wished to oppose the King.
