Chronology of events related to Daily lawsuit

June 4-9, 1979
The Daily Inquirer humor issue was published

June 8, 1979
The University Board of Regents passed a resolution deploring the issue’s content and the Daily editors’ conduct.

June 25, 1979
The state Senate Committee on Education met to discuss the humor issue.

July 13, 1979
The regents passed another resolution, labeling the issue “flagrantly offensive.” The regents established an ad hoc committee to review the Daily’s operations, including “appropriate mechanisms for circulation and financial support.”

Aug. 7, 1979
The ad hoc committee recommended no immediate change in Daily funding, saying the normal fees process should be followed, under which changes could be considered in May. The committee also reported the opinion of the University’s attorney who said that a fee change following the humor issue could be viewed as punitive and unconstitutional.

Nov. 14, 1979
The Higher Education Division of the State House Education Committee met to discuss the humor issue.

March 1980
The Minnesota Student Association (MSA) Student Services Fee Committee voted 6-5 against a refundable fee system for the Daily.

April 10, 1980
University President C. Peter Magrath recommended to the regents that a refundable fee system be established for the Daily. The Twin Cities Campus Assembly voted 99-7 against changing to a refundable fee.

May 9, 1980
The regents passed, 8-3, a refundable fee system for a one-year trial period.

July 30, 1980
The Board of Publications voted to sue the Board of Regents and University President C. Peter Magrath for violating the Daily’s First Amendment right to freedom of the press and 14th Amendment rights to due process and equal protection.

Oct. 27, 1980
The regents’ attorney moved to dismiss the case.

May 1981
The regents voted to continue the refundable fee system for the Daily.

May 1982
The regents again voted to continue the refundable Daily fees.

Oct. 6, 1982
The lawsuit was opened before U.S. District Judge Robert Renner.

Oct. 18, 1982
Testimony was concluded.

Dec. 28, 1982
Renner rules the regents’ action did not violate any of the Daily’s constitutional rights.

Jan. 3, 1983
The Board of Publications voted to appeal Renner’s decision.

June 14, 1983
The Daily’s case was heard before the 8th U.S. Circuit Court of Appeals.

Oct. 11, 1983
